It looks to me like a baptismal tank. So I'm guessing it is some sort of chair lift to enable less than able bodied people to get into the tank to be baptised more easily?
It's an over-sized mobile and crib for a large baby who adores park benches, of course. Dorothy just neglected to take a photo of the mattress and bedding:)
I was going to say an old fashioned way to lower people into a pool for physical therapy. Guess I was somewhat close. Probably had an edge on the guessing too having had a child go through pool therapy last year. LOL

Yes, this was in Buxton, Derbyshire, which was a very famous spa town in Victorian times.
Buxton mineral water is still bottled and sold but the baths have long since closed!
